Declaration form for international travel from England

Effective from 04:00 on Monday 8 March 2021, all outbound customers aged 18 years and above departing from London Heathrow and Manchester airports must complete a travel declaration form to confirm that they are legally allowed to travel abroad from England. 

Whilst national restrictions are in place, travellers can only travel internationally from England for legally permitted reasons. This does not include holidays.

They must complete a travel declaration form and carry it with them along with any evidence supporting the reason for the trip.

Travellers may be required to show the form at the port of departure. It is an offence to enter a port of departure or embarkation point without a properly completed form if they are travelling internationally.

Some job related exemptions apply. They may be issued with a fixed penalty notice and directed to return home if they do not have a valid reason for travel.

Please advise travellers to download and complete the form before they arrive at the airport, either printing a copy or saving it to a mobile phone or other device.

The form is mandatory and failing to have a completed form when arriving at the airport is a criminal offence, for which travellers could be fined by the Police.
